can any1 tell mi where to find a party hat

you mean... party hat as in runescape party hat thingies???

if so :
1. wrong section
2. buy 1 from person in game (not any npc unless someone is so dumb to sell in to the in game store (like me))
3 nothing

if no:
1. go to store near you (a lot of supermarkets have them)
2. go to party stuff store in town :P
3. nothing
