umm.. When you talk to Dong Gwa in Hidden Klang valley, hey says something like " if you are a follower of Yang Ak leave now "

Is that the chaos NPC guy? Because I want to go chaos instead of order.
If so where is he

Dong Gwa has nothing to do with picking of fraction(Order or Chaos)

Once you hit lvl 40 you get to pick which fraction you want to go to.
Edwin Located in Sentosa North Force Of Chaos Tower
Helen Located in Sentosa South Force Of Order Tower.
