That's not why they made the level cap so low. It's so that the game isn't based entirely on levels. If you're skillful enough, you could beat a level 20 in PvP at level 8. It's based on skill, not levels or gear (though they do have some influence).

its going to be like WoW, but better graphics, different races, more classes and ITS FREAKIN FREE TO PLAY *****ES!

did i mention they raised the lvl cap?

I just want to PvP all day.

Guild Wars 2 is going to have a new engine, that means new features and hopefully less limitations.
