If you're at Third, leave the city and go right until you're at a pit with nothing but fairies and long named-fairies. They're good experience until level 8, and they have a really good drop rate.
After that, I couldn't find anywhere to train so I went to Shibuya-Babel and I'm training on random weak monsters around there.:\
