NPC's that have letter "L" on them when you look on the town's map-you can decrease item's LEVEL requirements.Options: 1level,2 levels,3 levels.
NPC's that have letter "R" on them when you look on the town's map-you can decrease item's STAT requirements(ex: DEX,STR,MEN,etc...)
For crafting no Cron fee is needed,for decreasing level or stat requirements Cron fee is needed.
Be careful,crafting is a lottery in ROHAN.Decreasing requirements is also a lottery,if it fails,stats requirements will be added back to your item.
