MS Paint has every tool you need to make pixel art. It has a pencil.
I dont know whats going on with the splitting of sprites. I've heard about the issue before, but if youve got everything lined up correctly, then Im not sure how to help you. If worse comes to worse, just move your sprites into the areas that the server is pulling from.
