Yah, I noticed that too...I tried to keep him out of my party for the majority of the game on my first time through.
I made up for it by leveling him every now and then. Another person I didn't really like was Sheena.
I hated controlling her, it just seemed so slow in my opinion, and by the time I got to her village, she wasn't that high of a level so I lost that duel.
But oh well...
