How to make a simulator - Game Development

This thread is about Creating simualtors. On previous forums other people have strived off the subject. So KEEP ON TARGET!!!!!!

I would like to know how you make a simulator. I have a big order frm a client and would like to know how to make one. I have budget of £20. I want it to use different images(like different expressions) for it is about animals. I want it to be mostly text though. It wuld be very basic and i would be so grateful to this forum of they could help me!

If its text based, you can try PHP.
