The new OS was announced quit some time ago. Really shortly after Vista came out.
Now, this is just a guess, and I may be putting too much hope into MS, but I think they may have realized how much they ****ed up with Vista, and realized that for the most part it was a lost cause, and this is their effort to correct their **** ups. Anyway, while MS's "surface" project is bullshit and fail, it will be interesting to see how the software turns out.

I think it was actually announced before Vista came out, it was codenamed Blackcomb then Windows Vienna. It's a good way to get customers you see, announce a brand new operating system for release in two years, six months before their latest one comes out.
