It's a glitch that people have known about forever. But yeah, here's what you do to make it work (for the green/white presents, don't know about the other colored presents):

1.) make sure you've completed the quests for Maplemas/MapleClaws
2.) gather 60 presents
3.) make sure you're Use inventory is full (buy subis or something cheap)
4.) go to mapleclaws in happyville and speak with him
5.) he'll say that you don't have enough presents and that you are receiving this message in error because of it or because your user inventory is full. IGNORE HIM
6.) keep clicking the same procedure (i have presents for you... 60 presents... ok... etc~) until he gives you the maple lights.
