If you don't find any players at your times, check through the various districts of other countries to see if there are more. Timezones can be a issue sometimes but mostly only if you stick in your districts.

The 2Mil players must be true, I'm here since the first world preview back in 2004 and I'm still there with my guildies and many other people. No matter in which of the 3 chapters or the expansion I'm going, there are always people around.
