OK, I need to clear up some things

1) Most of their time and effort was spent on re-developing the physics engine to handle the handle all of the interactions taking place.

2) If you played through with commentary, you would know that valve has said that that will not be the last of Portal, they plan on releasing expansions, and since the engine has been completed, they'll be able to spend more time on making puzzles.

3) If you read up on Valve's goals for Steam, you would know that Valve is working hard on creating a dynamic in-game distribution system for maps. In example, you could be inside Portal, click a link and be able to see new puzzles that you could download and play in minutes, possible stream the files as you play (if it's a multi level puzzle).

The story was great. I couldn't tell if it took place during HL1 or HL2. I'm more inclined to say HL2 because all of the employee areas where abandoned, including the "red phone" station in the boss room (where, if you listened to the commentary, a guy was supposed to sit in case the computer decided to flood the building with neurotoxins again.)
