It would have to depend. If I see someone over level 50 with 0 fame, I find that very suspicious. I know that some people who have 0 fame are legit, and they just grind a lot, but having 0 fame at that level is just hard to believe. These days, it's so easy to get fame. When someone's asking to buy something, they might say something like "I'll give you 30,000 mesos and 1 fame". There are also quests that you give you fame.

I'm sure that someone at level 50 would have enough friends who like them enough and would fame them. Heck, half of my fame are from people I know. The rest are just those who I helped by giving free slime bubbles and mushroom caps. Each time I see someone I know, I'll probably just fame them. Not because I want them to fame back, but because I'm going to lose that fame anyway, and it's nice to fame others (in my opinion that is.) At the end of the day, if I haven't used my fame, I'll just fame a random person. It'll be like a surprise gift. My point is that having 0 fame at such a high level is just something that doesn't seem like a possibility.
