As i wrote some times yet, just post in the topic when you see someone who's inactive and i will remove them.
For the active part, as oister said. If the last post is older than ~2 month i usually remove them. It doesn't help the list when someone with a lv100 char stays in, even when he left the forum and maple long ago.
