Use search comments to tell people what you can offer the party.
Selecting the languages you are comfortable partying with.
Using search commands to find out how many people are seeking within your level.
Making your own god damn party.
Just because you don't know what you're doing, and can't get parties all the time doesn't mean other people have that exact same problem. Some people actually take the initiative and try and form their own decent party when they can't get one.
