No idea why exactly, although I guess it could come down to two things.
1. WoW has cheap protection in terms of protection against this.
2. WoW is more popular therefore people who are more skilled in this are able to make private servers.
Although, most people do say that FFXI is impossible to make a private server for.
Not bad for a 5 year old game.

A private server has been made for FFXI, and its in use somewhat. However, it's pretty featureless at this point and it's mostly a sandbox.
