Actually the Silver Mane costs 30M .

Well that's what it is in MSEA anyway.

On on a serious note, you can get a second mount for, I think, 40m+ at level 120, too.

From what little I know about 4th job, 4th job characters have to find their skills through skill page/books things to advance them. I think.
