Even when you don't level it past the prereqs for other skills, its really useful.
Firstly, you're right. It being a prerequisite makes it worth the point investment. But the fact that you need to buy a skill in order to use other, better skills doesn't in turn make it useful.

Secondly, I didn't say I expected every single skill to be some kind of insanely useful piece of magic. Ideally, I would expect every single skill to have around the same amount of potential but with different roles, as to not defeat the purpose of customizable skill sets. The more incentive players have to buy every skill as a whole, the more variety there is between them.

I agree that this skill has its uses. But not at level 30 (when it should, as an active skill). I could see it being noticeably powerful at level 50+, but only in PVP. As someone who never PVP's, investing skill points into something so marginal would be acceptable to me from a passive skill, not from a self buff that lasts seemingly 15 seconds. Self buffs that only last 15 seconds, especially ones you acquire at level 30+, should pack a punch; they shouldn't be LESS effective than an individual piece of avatar gear. I just expected something that would make me struggle a little less in PVE that didn't cause me to spend 10 clear cubes a run like the frost aura.
