I am looking for the following

-Music Based anime(Like Beck Mongolian Chop Squad)
-Skateboarding
-Gun based anime IE BULLETS FLYING EVERYWHERE (I have seen DMC so don't recommend that) No mech based either

Gunslinger Girl - The title is self-explanatory.
Eureka 7 - Something similar to skateboard. [If my memory didn't fail]
Seto no Hanayome - Partially music-based.
Shinkyoku Soukai Polyphonica - Music-based.
Full Metal Panic - Military-based[Weapons]
Ghost in the Shell: Stand Alone Complex - Military-based[Weapons]

I mostly agree with you on these, except Hellsing ( if you mean the TV series ). Hellsing OVA's much better than the TV series, really.

Skateboarding... well, would you mind if it was Skating instead? Like, rollerblades?

If so, check out Air Gear. High speed awesome tits roller blades.
