The GW data file is one huge file, and contains all data for Prophecies, Factions, Nightfall, EotN and everything else, even for stuff you don't have yet. So don't worry about Factions and EotN downloads, the game even downloads in the background some more stuff you don't have yet.
It's advisable to use the
-image command line to ensure you download everything and not load in between zones, especially during PVP
