If it says, "Failed to connect to server," that means your IP is blocked.

From what I heard, (Now anyone don't flame if I'm wrong) if you attempt to play via proxy, you get 1 serious bad lag 24/7.

I dunno if it's true because I live in USA and don't have to worry about it.
