There's a tutorial right when you log on.

You start off in Roumen, and then just follow the mini map from there or ask in-game for someone to help you, to shout to the entire community in one city, before you type in your question, put in /s and it will appear a shout.

I am on vacation right now, but in a week I will be back on playing, if you need any help, remember my name, it is FighterForGod, and add me as a friend and I would be glad to help you through some hard times.

^ make sure your level 5 and up though, in order to shout, you have too be level 5 and up ^^
