DirectX is a hardware component that comes with most, if not all, 3D graphics cards. You can update the drivers, though, through update files, which is probably what you are trying to do.
We can give you a better answer if you provide some more details like what error message you are getting, what kind of computer you are using, and if you have a 3D graphics card. ---- Remember that the latest release of DirectX that is guaranteed to work on all Windows machines is 9.0c, 10 if you have Vista.

I install it and it says its done but in reality dxdiag doesnt find it at all but the error in there is something about an old out of date file that could cause problems but no idea how to fix it, also intel integrated 828G or something like that lol

Also, in Google, try searching phrases like "Directx problems" or "Directx troubleshooting" to get good informative sites like the one that follows. This one may not be as helpful. http://www.softwarepatch.com/tips/howtodirectx.html And ultimately, you should check out the official Microsoft site for help. He's a support search: http://search.microsoft.com/results....&y=0&mkt=en-US And if needed, you may need to contact them and send the a detailed report of your dxdiag (directx diagnostic test [there is a button labeled "save all information"] While we may be able to help you, more than likely the problem may be too high over our heads, as it seems like this isn't a common problem; thus, not to many people here have experienced it before. Good Luck.

I.E. You need a card compatible with X9 and have to be using Vista.
