Anyone know of a tool that will show you how much voltage your computer is using? Maybe even by the various pieces of hardware, gfx card, processor, power supply, etc?

Ctrl + Alt + Delete > performance tab > Commit Charge shows power supply I do believe. I had one that showed it much more detailed but alas i forgot the name =[ I'll edit it in if i find it

Commit charge is more for memory stuff isnt it?

I guess you could use SpeedFan, although that won't get you all the information you need. At least it's a start.
