Simple Question
When you are learning a skill it will say something like:
"Accomplished Rank (Point): Apprentice (21) What exactly does that mean? The 21 is a rank I have to achieve right? Where is it located? EDIT: I Think I got it. =P

yeah once you get to 21, you'll level up to the next skill.
skill rank means more than level in this game, pay close attention to it.
