Anime is anime because it's animated.
Umm, didn't the Japanese already make a live action Hellsing movie? Evn so, the Japanese turn anime into live action films all the time . . . "Death Note" anyone?
note: that was not a question as "Death Note" really became a live action film.

But for the most part their live action films arn't nearly as bad as the hack job that Hollywood does.

Look at all of our video game -> movie adaptions. We still can't get those right. So how do you expect anime to turn out?

One answer... not good.

Wait... what does 3D live-action mean? A movie can't be both animated and live-action at the same time right? Unless they want a crossover effect thing? lol. o_O

Think about some of the things that characters in GitS can do. Many of them had arms which could split open to reveal some sort of special tool, secretary droids fingers would split open to type better, and Motoko in the first movie riped off a tank door while ripping the machines in her arm to pieces.

The only way they can do a live action GitS movie is with large amounts of CG.

Also, when they say 3D live action, they are probably referring to something along the lines of "Sky Captain and the World of Tomorrow."
