Most 100% scrolls are pretty worthless since they're sold at the NPCs for 34.5k-70k. Other 100% scrolls (a minimal amount) are found only by players which make them more expensive (example: Cape DEX, Cape STR, etc).
Also, 100% scrolls aren't necessarily "worthless". People still use them. The ones that people don't use at all (well 99.99% of the time) are the 100% HP/MP scrolls.

Scroll for Helm for DEF
60%, WepDEF/MagDEF +2

Scroll for Topwear for DEF
10%, WepDEF +5, MagDEF +3, MaxHP +10
