Why did they rate a 18 or over to watch?

lol basically because it's aimed for more mature audiences. it contains very-slight pornographic material.

and the story is about love-relationship. kids doesn't enjoy love story much, so they just give it 18+

As for 18+ It contains partial nudity.

The Main character Hideki also thinks about pr0n and sex every 10-ish seconds. Overall, good anime. I suggest you watch it. Srsly, you can stop and fap every 20 minutes.
