Well, if you go there before rank 31, it's just like any other server. But if you're rank 31 like I am, you're put there. What it unlocks is the upper area of Dondoruma, which contains the 31+ quests.
To put these quests in perspective, they're basically hard mode quests, where enemies have more health, more defense, and hit harder as well (a hard boss Fang hit me while I was wearing my damage armor [117ish defense] and took half of my life away).
The reasons for doing these quests is to get the stuff you need for the best equips in the game. You can still do normal quests anytime you want to by going into the bar, and you can take your super-equips with you for some good, fast farmin.
Finally, to really put things into perspective as to how hard the enemies become, here's a Rathalos (Rioreia) in hard mode with full party:
10000 HP
300% attack modifier
50% defense modifier
and it in normal mode:
6500 HP
160% attack modifier
75% defense modifier
So all I can say is, once you move here permanently, get your hands on some good armor pronto unless you like being one-shotted a lot
Edit: Here's a tip for anyone that's having trouble doing the final rank up hunt before rank 31, here's what I've noticed from my only two successful hunts.
A) The best party configuration I've seen are three range users, preferably a mix of bows and heavy bowguns and one melee user, either a hammer or dual blader (you need to be able to do heavy damage and still be able to move away in time).
B ) Bring plenty of explosive barrels, barrel traps right where Shen Gaoren is going to enter the area from is excellent, make sure one of the range users has penetrating rounds to make hitting the barrels easier
C) Speaking of penetration rounds, range users should only aim for two spots on the crab. If they have penetration rounds, shoot it in the back where the arrow will hit the weak spot inside its shell. Otherwise, aim for its big head. As for melee users, either hammer away at one of its legs in order to make it really weak or when its thrashing around, hit its chest area. When its knocked down, either keep chipping away at the leg to keep it weak or if you're close, go for the head.
D) When Shen gets up and starts walking towards a bridge and the range users get to the top. Melee fellow, please don't attack the legs. When it opens its shell to fire, someone can jump into it to plant the special bombs while the other range users can fire explosives/dragon-element darts into it for maximum damage. But if it gets stunned from enough damage to the leg or the head, it'll get back down and that's a blown chance to do major damage to it.
E) During the final part of the fight at the castle, here's a quick tip to make life easier. The melee user just hammer away at one of its legs, and the range users just unload on its head and keep it down. There's even a little pedestal bowgun users can climb on to in order to get closer to its head for more damage. Also, you can collect ballista rounds from the rack right next to the crate with the cannonballs in it (you gather them the same way you gather the cannonballs).
