I'm a mage that just turned lvl 18, and i got 4 spells now.

that mind spell, fireball, electric bolt, and that spike spell.

I've got the lightning bolt spell at 10 points, fire spell at 8, spike spell to 9, and i had my mind spell maxed, but i had to remove 2 points to add to the other spells.

But, I also have a scroll that will let me restart the skill points, and re-assign them.

How should i manage this? what's the specialty of each spell? what's the max of points for each spell? which spell is most recommended?

Save your reskill scroll to lvl 60. Add as much as possible at the lvl 30 elemental spells. The lvl 18 and lvl 25 spells put as minimal as possible just so you can use the next spells. Don't get blinkpool!
