Sonic Adventure 2 didn't have a stage like that, to my knowledge.

It's Sonic Adventure 1's opening scene where sonic runs across the tops of the buildings following the police towards your first fight with chaos.

I still have the game. It's an absolute masterpiece.

Charge basicly means hold a direction for, like, a second.
Psycho Crusher goes something like left (or right) for a second then the opposite direction + attack.

Haven't played a Streetfighter game for years so I probably didn't explain it very well.
