I have found the real problem. It's my Video RAM. I have an 8800 gt 512 mb version.

I kept all settings on the game to max except the texture detail which I left at medium.

The game played smoothly after that.

On max texture detail the game will lag with enemies. So this game either is horribly coded or uses huge texture files. I can play Crysis at max with better frame rates than this.
