There's your problem.
a 700 bitrate is WAY higher than most people's internet can manage, especially cross-continent.
As a general guideline, stick to ~400 bitrate for casting games, even that may be high for graphically intensive games.

Alright, also should i lower my game res when playing as well. I play in 1650x1080. Should i change it when casting?

I'm not positive how the livestream capture works. But if it allows you to stream only a portion of your screen, then play in windowed mode on a lower res.
That would also alleviate some of the strain on the viewer's end.
If it doesn't, then yeah, just change to a lower fullscreen resolution aswell (Though I tend to prefer windowed for the ability to monitor chat while I play)

Alright, Lowering the bit rate seems to ahve worked. But ill also do windowed mode if it will smooth it out even more.

how do you get procaster to work? every time i broadcast something the thing disconnects itself and wont connect back until i stop and restart
