Well, on why the speed isn't stable, could just simply be because of the traffic.

find someone that would download it on there pc and compress it into multiple rar files then they can send you each rar file which would be like 10 mb each i guess

Yeah, it's to do with how many jumps it takes to get to the download server. Seeing as how you are in China which is not close to USA, you're going to have to make A lot of jumps, which leads to packet loss and blah blah blah slow internet.
