Apply for jobs during the holidays, I applied for a seasonal job during Halloween at a costume shop downtown and I've been working there for 2 years now.
It's about to be back to school season in a bit so all the clothing stores will be looking for people to use.

That's how I got my job at an amusement park (Ontario Place) for the summer. And I'm 15. Fuck yeah.

You're "over qualified", or maybe your potential employers are wondering why you would need to know two computer languages to work behind a counter in a retail store.
Bring a CV, I don't think they're looking for someone with the "this job is too shit to bother with a resume" opinion.

I was never told I didn't get hired for inexperience. Most of the time is was because I had a bad interview. Nervousness and bad answers to the horribly vague questions they tend to ask on interviews.
In a retail store such as star bucks or macys you don't need experience so that is a flat out lie. Their training is shit, most of the time 1 or 2 days but maybe longer for star bucks since it involves you making something, and then they just shove you out of the floor. It bottles down to a matter of how much they like you and how well you present yourself. More than likely you had a shitty interview. The best thing you can do is learn from it and decide on what you can improve of next time. And like Lothia said... Always give them your resume. It helps if you either stick it with your application or bring it the day of the interview. Either way will work efficiently. Also try to look for things outside of retail. There are plenty of odd jobs that no one would even consider taking. Over at the Lawrence Lab in my city teenagers could get summer jobs entering information into databases for about 15 an hour. Look for jobs outside of the box.
