That's where the "How to Roleplay well" -guide comes into light ^^. You join RPs through Character sheets which are explained in that section. They are fairly simple to understand so you shouldn't have any problems with it. You create your characters with Character sheets ^^. Remember that almost every RP has a different CS form(= Character Sheet form) and you must obey that form when creating your character. You can't add parts or leave parts out. Anyway, the guides and rules are all there to help you to start ^^. You can also check around how others create their characters and how they RP. However I'm sad to inform you that my RP (Tales of Amn) has proceeded too far. It's almost impossible to include your character in it without breaking the flow of the plot. You'll just have to find another.

Hello ^^. Welcome to OnRPG! Yeah, I watch anime regularly and I do like RPing. Just take it slow and join an RP which suits you. That way you'll easily gain some friends ^^. Since you're new I suggest you try an RP which isn't too "heavy" and if you haven't RPed before, read the rules ^^. They give you an excellent basis on how you should RP.
