i was wondering that does any of u have guild that could take me for it, (i'm lvl 16... started yesterday) and guild what has capes.

Well, I don't have a guild (just joined a level 70+ guild), but most guilds don't start recruiting until level 30. Of course you could get lucky and find one, but chances of that happening are fairly low.

If you see someone of a guild in-game, you can always ask if you can join. On Mushpoie, I saw a guild which took people who are level 20+, but on that time I wasn't 20 yet. ^_^

my guild doesnt matter for lvl requirements. but if you dont tell you'll be gone for a matter of time, and i notice you havent leveled or contributed. i will boot you. only requirement for my guild is good behavior and activity

Can i join?

I am level 21, Soon to start leveling a lot more. Skylinevspec is the name. Looking for a guild to join. I started recently and am learning more and more things about the game.
