Go to the first floor of the orbis tower thing and press up at the bottom level (there will be a door thing)

The people that told you EOS tower were either ignorant or wanted to trick you >.< That's gotta suck to go 100 floors for nothing. But yeah it's bottom of orbis tower.

Yeah the door is kind of a dark circle and the floor has some water in the bottom, cant miss it.
