im looking for a 2d graphical mud. something that looks and is played like this

You may want to give the Damned Isle (link below) a try. It is a browser-based game. The graphics are pretty much static, as you want them to be, and great game play is made interesting by the limited turns. It isn't an MUD, but it is close.

You could try Nightmist, Its a Realms of Kaos clone. Not as good as RoK but at least its up and doesn't rely on DM... Along those same lines are Aleveria and Alura, although Alura is in Beta and you need to sign up to play it, and I dont think Aleveria is actually up. RoK:Revolution is coming online... sometime, it has a test client but thats about it.
