I was just wondering if someone could help me out with telling me how to outline something. I don't want to outline the whole picture, just a part of the picture.

I hear the pe tool is used for precision crap, and also, if you don't have a transparent bg, you can put a stroke of 1 px (it looks good) and then fill the bg with two colours and delete one, and you will have transparency, so you get a line. voila. don't think it will help much, but may's well try...
