I could be horribly wrong as i heard this somewhere a while back, but i think that ip's for the game outside of it's localissed region were blocked?
So even if you did get an account unless you were using a korean IP you wouldn;t be able to log on anyway.

not to mention if you did use a korean ip but weren't in korea you'd have hella lag

well... i play on SEA(with my friend or else im on global) and im in texas xD... i had a friend set it up for me too... he just makes a new id thingy and gave it to me... idk if it is the same for kms but i dont lag at all...
and if he wants a kms acc he prolly speaks korean... duh? or he would go to jms or anthother server if he hates how far behind global is... and sea is only a bit farther than global...
