the website has been down and when i load the client it says its down...anyone know what the deal is?

ok behind a proxy i can reach the website but without proxy i cannot, when i try to register an account it says that only 5 accounts can be made per IP...ive tried using many different IP's....i havent even played this game before so i dont know how/why my IP would be banned...anyone know whats going on?
