I want to know if translation patches are considered hacks or nor.

No they arent really hacks or scripts or anything, I use applocale for games and its jsut a M$ program that correctly translates a game into its correct language if your comp isnt displaying it right... And its not a hack. I wouldnt see how translation patches are ilegal. Theers no line in TOSs' saying that you arent allowed to use em.

Applocale doesn't translate anything it merely makes sure the app is being recognized as having the correct language. If your windows is set to handle nonunicode as english/whatever some foreign games display nothing but ascii gibberish depending on how they're coded since it tries to display everything in ascii.
Strictly theoretical I suppose translation patches by 3rd parties are illegal, I'm sure there's something in the tos/eula about not being allowed to reverse engineer their content. And to say whether it is a hack or not we first need to know which definition of a hack we're using here.

Yea I guess patches could be considered "illegal" because of altering game files but most foreign game companies have to worry about banning real illegal stuff, translations are on the bottom of the list IMO

depends not many foreign MMOs even have translation patches, theyre just work made by usually one or two + people nothing thats backed on major sites or anything, hard to find IMO
