I haven't really played any good browser based Sci-fi strategy games. But you might like to try Shattered Galaxy(It's not browser-based btw =/) the system requirements aren't high so you might wanna give it a try.

New Year lottery
All the Stars-Empire IC payment cards in the value of 10 000 IC that will be activated since December, 18 till December, 31, 2006 will participate in the New Year lottery. The drawing of the prize – an exclusive cruiser based on Targon technology - will be held on January 1, 2007.
The lottery funds will be used for Stars’ Empire charity purposes – the purchase of an additional game server.
