where exactly does it say 8+2? in your skills?

the w/e means its an warrior and elementalist
W= warrior
e= elemantalist
Mo= monk
r= ritualist
p= paragon
d=dervish
ra = ranger
me=mesmer

no no thats not what it means.
8+2 or whatever means the number attribute is REGULARLY 8. and with the help of minor superior etc runes or a helmet thats what boosts the attribute. as an example. if im a mesmer and i have my inspiration level at 8 and i leave it at that. i can use a rune or a mask to boost its attribute up. with a rune or mask.

8 is ur regular attribute +2 would be the rune or runes on that attribute
