is there a version for U.S yet? If so give me the link cause whenever i try to register it says my ip is blocked and then I tryied registering in united kingdom and still im blocked.

The European one blocks IPs from USA, Jap etc. No idea why UK Ips get blocked,but the European version's Pay to play. So ...let's see how GameNGame handles Cabal.
