Windows XP, Windows 2000, Windows XP 64-bit
512MB System RAM
2 Ghz Intel Pentium 4 or equivalent processor
128MB Direct3D compatible video card
and DirectX 9.0 compatible driver;
8x DVD-ROM drive
4.6 GB free hard disk space
DirectX 9.0c (included)
DirectX 8.1 compatible sound card
Those are the minimum system requirements via www.elderscrolls.com. Next time, don't rely on others and look it up yourself.
EDIT: Yours specs should be fine, but you may experience extreme lag unless you lower the settings from the default.

Your fps will be 10-20 when outdoors.
Your fps will be 5-10 when fighting outdoors
Your fps will be 14-21 indoors fighting(not massive fights).
Your fps will be 4-6 when massive fighting outdoors
Your fps will be 10-15 when fighting massive indoors.
load times should be fine for you

No thats not good FPS... You want at least 30 FPS or above for smooth gameplay... Your graphics card is holding you back the most and your CPU is fine....

Your computer is actually slightly better than mine. O_O And I can play it smoothly (for the most part) using Oldblivion. www.oldblivion.com if you're interested in checking it out. I only get some real lag when many NPCs are on screen (around 20) and in certain areas. (Market District of IC and in the planes of Oblivion) Then again, I do have the settings only toned down a bit from default, so maybe I should change that a bit for smoother gameplay. :)
