It depends. There are several versions of RYL2, there is the:
US ver: http://www.ryl.net (p2p, 14 day free trial)
Thai ver: http://www.ryl.in.th (not sure) (both ryl1 and 2)
Vietnamese ver: http://www.ryl.com.vn ( 200 free gamteime points (c.50 hrs))
Japanese ver: http://www.ryl.jp (dont know)
and then the main ones:
http://www.ryl2.com.my - Fully free, however, you can pay money for items.
http://www.ryl.com.my - P2P, RYL1.
Most play ryl2 MY due to it being f2p, however, many pay money to get certain items or help hupgrade items leading to a few who have insanely good gear. Quite a few play the US ver, however, it is p2p and they're slowly bringing in the same sort of item-buying idea. So, if you want it to be, yes, RYL2 (the MY version which most play) is free. Hope this was of help.

Which is why if ppl wants to do it in f2p, opt for www.ryl2.com.my
Got my sin to 21 after installation last night. Just wish that lowbies would party up more though. Lag wasn't that bad but I'll be quick to add that it's my 'local' servers so yeah maybe it'll be slightly more negative for geographically - challenged players.

The reason why low lvls don't party much is that the difference between chars is almost non-existant, all the monsters are fairly easy to defeat, and leveling is faster when soloing, becaus in a party the xp is shared. Considering also that the mob xp at low levels is also low, one cannot expect the "faster kill" scheme to work as good as at higher levels. I's kinda like trying to level on mobs of 10-15 levels below. Partying begins to be worthwhile at around CharLvl 45, becoming critical after CharLvl 60.
Lagging is also not too graet a problem. I am from Romania, thus geographically far from the servers - I play the malay version -, and I run on a 2.4 GHz processor with 512 RAM. Of course, I play also with all effects offed. :D The only places where the lag is VERY great are the towns, where at all times there are at least 100 player chars around. Also, the wars on map 3 - not the map 1 channel 3 - become quite annoying because the main objectives, namely the statues, are almost always crowded, and the enemy camp - the other race's town. I have also noticed lags on the third map while not in war - I have to mention that on the third map the races are enemies at all times, not just the wars - when a member of the other race comes near your character.
And finally, on-topic. :D Yes, the malay server is fully free.
