HBO have not shown sign of a release yet (atleast I don't think so.)
And since the Japanese HBO is F2P,then I suspect the NA version when it out shall be F2P too.

And Wiki?I got no clue.

Wiki was scheduled for last year and now is scheduled for i believe Q4 07 but judging by webzens screwed up dates it wont be then.Even Sun english was sheduled for last year.And SUN is now scheduled for Q2 07.

Webzen is probably focusing on Huxley and S.U.N.,I wouldn't expect Wiki before 2008.And no news for HB,sadly.
