I think you're looking for a modelling program... most are rather expensive, but here's a free open-source alternative, which exports in 3d. There are tutorials on site:

blender3d is not a 3d terrian editor, sad but, true. Heres one official and free terrian editor, http://www.freeworld3d.org/
I'm not sure if its still free, but its *free*world3d, so probably its still free. ^^

heeyy! jeeze I checked out four forums, or atleats what I could see, not being a member, and it looks good! but I have some suggestions.
1) I think your starting to develop the game a bit too early. you should start designing everything on paper first. I know that sounds boring but maybe design somethings, then develop them, the desing other things and keep going like that.
2) your story needs some more detail. Since it's an MMO it has to have a story that will leave things open for other players...not ust one person who carries these rocks and has the power of sosai. That's only one person! if it were a single player RPG that'd be a GREAT idea! but you'll have TONS of players playing this game so you need to incorporate something new into your story.
3) dont start recruiting too many people too early. Because you'll have to document things and do the boring stuff first, and they get bored and leave with a very unprofessional impression of you...which is BAAADD!! at first I'd suggest just you and maybe 2 or 3 other friends developing the story, the map, the style of game...every little detail! gods, races, new idea, you should even start to think about the game rules ( combat rules, economic rules, etc...)
This is a VERY big project your undertakling here, but I definately think your capable of it!
oh and also! hah to answer the question that you actually posted! I use Terragen. It's Completely free, but definately not as good quality as freeworld3D...although I think freeworld3D offers a fre version but you'll have to pay a 30$ fee to buy the license if you wnat to use their models in your game...but i'm not sure about this!
Anyways...have fun making your game and I wish you the best of luck with it!!

Well, a terrain is just a mesh, isn't it? I mean... a 3ds file is just a model. Nothing more... and blender can export in 3ds...
